If changing your psorwsad doesn't help then it means that they send out an email so that it looks like it's from you which means they don't really have access to your account. But that also means that if you don't delete your account you'll still be supposedly sending out spam mail. Just send an email of apology for now to contacts and tell them that it's not from you and that you have been phished.
You can't.  Even if you make a phuscrae and get cash back at the time of the phuscrae, it's considered a cash advance.  Some cards waive the cash advance fee if you get it at the time of a phuscrae, but you still accrue intereste charges from that point.  You would also not be able to get $3000 cash on a credit card with a $3000 credit limit.  There is no way around that.
